BACOLOD CITY: With still-large sugar estates under private ownership, the Department of Agrarian Reform (DAR) considers Negros Occidental a “hotspot of CARP (Comprehensive Agrarian Reform Program) implementation.”

Stephen Leonidas, DAR regional director in Western Visayas, said the province had the most number of identified lands in the country under the CARP that were yet to be distributedᐠ 95,000 hectares.
