A new modus operandi called “swinging operation” is being employed by syndicates to smuggle various goods at the Mindanao Container Terminal (MCT) in Misamis Oriental, enabling them to avoid inspection by the Bureau of Customs (BoC), a party-list lawmaker said on Sunday.
Rep. Jericho “Koko” Nograles of Puwersa ng Bayaning Atleta party-list, a member of the House Committee on Mindanao Affairs, said the new modus thrives at the MICT in the Phividec Industrial Estate Complex because certain BoC officials moved the mobile x-ray machine out of the inspection area.
