A BILL at the House of Representatives seeking to legalize the use of medical marijuana doesn’t decriminalize its use but creates a “limited and narrow exception to the country’s criminal and civil laws to allow a physician to recommend medical cannabis to patients with serious and debilitating medical conditions,” two lawmakers who authored the measure said on Tuesday.

Isabela 1st District Rep. Rodolfo Albano 3rd, principal author of House Bill (HB) 6517 or the “Philippine Compassionate Medical Cannabis Act,” said the measure adopted a very strict regulatory framework that also promoted the people’s right to health by ensuring affordable and safe access to quality medical cannabis.
