A new Senate bill providing incentives for returning overseas Filipino workers (OFWs) to start their own businesses could be one of the most remarkable pieces of legislation to come out of Congress in years, and its passage should be given high priority.

Senate Bill 2101, the “Business Incentives for OFWs Act” filed by Sen. Paolo Benigno “Bam” Aquino 4th, seeks to offer a menu of benefits to returning OFWs who wish to start their own business, including tax breaks and improved access to financing.
