FORMER Senate president Juan Ponce Enrile said the Philippines should develop its nuclear capabilities to improve its defense against possible external threats.
Enrile, who is seeking a fifth six-year term in the Senate, made the statement amid continuing spats with China over overlapping claims in the South China Sea (West Philippine Sea).
