In 1977, Siony Flores joined the Philippine Ports Authority (PPA), then a three-year old agency that was just removed from the auspices of the Bureau of Customs (BoC). In doing so, she has today, became the first and probably the only woman to work in the PPA for the past four decades.

While Flores started her career with PPA as a clerk and research assistant, many in the maritime industry, the maritime press in particular, remembers her as the corporate communications head of the agency, a position she held since 2004 and was stuck in with the implementation of the Attrition Law — an act that prevented employees of the government to be promoted to a higher position.
