PRESIDENT Rodrigo Duterte ordered the transfer of Customs Commissioner Isidro Lapeña to the Technical Education and Skills Development Authority (Tesda) because he wanted to spare him from "intrigue," Malacañang said on Friday.
In a radio interview, Palace spokesman Salvador Panelo said Duterte has been planning the reassignment of Lapeña but made the sudden announcement because his reputation has been besmirched amid controversies plaguing the Bureau of Customs (BOC).
