QUEZON CITY Councilor Roderick Paulate filed his Certificate of Candidacy (COC) for vice mayor despite facing graft and falsification charges before the Office of the Ombudsman.
In April, the Ombudsman charged Paulate, an actor, for allegedly hiring “fictitious job contractors” in 2010.
