SENATORS on Tuesday expressed opposition to an approved measure at the House of Representatives to lower the age of criminal liability for minors, saying that a nine-year old offender is too young to have a criminal liability.

This sentiment surfaced during a public hearing by the Senate justice committee, headed by Sen. Richard Gordon who said that he could not support a measure that would put a 9-year-old in a detention cell or even a rehabilitation facility.
