THE Senate in a caucus on Tuesday agreed to support the cash-based budgeting system proposed by Department of Budget and Management (DBM), in contrast to the obligations-based system the House of Representatives was pushing.

“We are supporting the DBM’s budget proposal (the President’s budget),” Senate President Vicente Sotto 3rd said in a text message.
