SENATE President Vicente Sotto 3rd wants to lower the age of criminal responsibility to 13 years old amid the rise in the number of crimes committed by minors.

He filed on Monday Senate Bill 2026 which seeks to repeal Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006 on the ground that criminal syndicates exploit the provisions of the law by using minors in the commission of crimes.
