THE signing into law of RA 11235, also known as the "Motorcycle Crime Prevention Act" (MCPA), elicited a lot of opposition, particularly from the motorcycle riders themselves. The MCPA of 2017, originally enrolled as Senate Bill 1397, was principally authored by Sen. Richard Gordon to prevent the use of motorcycles as instruments of criminality.
