To improve the mobility of urban Filipinos, we need to have competent, empowered and well-resourced public agencies responsible for transportation services within a geographical area (rather than on a nationwide basis). A crucial missing ingredient are city-level or metropolis-wide public transportation agencies that can manage and coordinate services with full accountability. Many of our mobility problems stem from this institutional deficiency.
