Manila 5th District Rep. Cristal Bagatsing’s ‘Balik Saya’ design competition on May 28 will see 15 finalists some from St. Scholastica’s College, Technological University of the Philippines (TUP), Pamantasan ng Lungsod ng Maynila (PLM) and Universidad De Manila (UDM).
