DEFENSE Secretary Gilberto "Gibo" Teodoro Jr. on Wednesday rebuffed China's claim that the Philippines is stirring up trouble in Scarborough Shoal.

"We are not stirring up trouble. We were not the ones who took over the area. That's what they do not understand," Teodoro told reporters.
